HR Consultant Advises Moriarty

The clock is ticking on some key personnel working for the city of Moriarty, according to Vince Yermal, owner of S Resource Inc., a Santa Fe human resources management consulting firm.
On Tuesday night at the Moriarty City Council meeting, Yermal spent about 30 minutes discussing the organization of municipal personnel and made some recommendations regarding staffing.
For the past eight years he has worked as a consultant updating the city’s pay plan and job descriptions.
Yermal was hired in November to do an evaluation of the city’s employee structure, and since then he has held multiple interviews with city personnel.
His extensive evaluation focused on two key points, he told the council. The first was the upcoming retirements of both Clerk-Treasurer Linda Fischer and Public Works Supervisor Mike Tapia. “It’s the projects and the gnats,” Yermal said, referring to the multi-tasking required of by both Fischer and Tapia.
The second key point was the anticipated impact of the Downs at Albuquerque which has plans to relocate to Moriarty.
“When you look at other communities with racetracks and casinos, and there are five in the state, four of those communities have city managers,” Yermal said. But he never specifically told councilors to hire a city manager.
Yermal did recommend replacing Tapia with a “degreed engineer” along with a $15,000 pay increase.
Neither Tapia nor Fischer has set a firm date for departure, but when Mayor Adan Encinias suggested that “Mike may have another 5 or 10 years with us,” Tapia emphatically shook his head no with laughter from several members of the public.
According to Yermal, there are currently no employees working for the city who could fill Tapia’s position, while there are some employees who could fill Fischer’s place “on an interim basis.”
Councilor Steve Anaya suggested councilors find a time when they could make a “game plan of how to attack” a future personnel plan based on Yermal’s input.
Yermal promised to finalize the plan he submitted so that councilors would have final numbers for their meeting.
In other council business, Chair-elect of the Moriarty Chamber of Commerce Elizabeth Obarr presented the council with a 2007 Chamber Report.
Anaya and Councilor Ted Hart both questioned Obarr about the report.
Anaya said he had been confused because the payroll was not included with the expenses in the profit and loss statement, but it was included in the budget.
